Montagliani's letter, which highlights the ongoing "governance crisis surrounding Fifa," expresses concerns that Infantino's presence could detract from the tournament's technical focus.

Infantino was invited by the Dominican Republic, but the invitation came before the backlash from his controversial Fifa Forward Enterprise proposal, which has jeopardized his leadership position. Montagliani warned that media attention surrounding Infantino could overshadow the youth competition's purpose.

Despite the controversy, Infantino was warmly welcomed upon his arrival, with Dominican Minister of Sports Kelvin Cruz praising his visit for its potential to enhance the country's football profile.
