Minnesota Attorney General Takes Legal Action for Extradition of ICE Agent

By Editor • August 18, 2026 • 1 min read

In a significant legal move, Minnesota Attorney General Keith Ellison has filed a lawsuit against Texas Governor Greg Abbott, seeking to compel the extradition of ICE agent Christian Castro. The lawsuit, submitted on Tuesday, aims to address the shooting incident that occurred during an immigration enforcement operation in Minneapolis.

Ellison contends that Governor Abbott has neglected his duty to transfer Castro, who is facing charges for allegedly shooting and injuring Julio Cesar Sosa-Celis, a Venezuelan resident, back in January. According to Ellison, Abbott’s failure to act has delayed Castro's extradition for nearly three months, and he emphasized that the governor has no authority to refuse the extradition request.

Castro was detained in Texas following the charges filed against him, which include four counts of second-degree assault and one count of falsely reporting a crime. Notably, the shooting incident has sparked discussions about the use of force in immigration operations amidst Donald Trump’s stringent immigration policies.

The case gained further attention after video evidence contradicted initial claims made by ICE agents, prompting federal prosecutors to drop charges against Sosa-Celis. Ellison has raised concerns regarding Castro's potential flight risk, citing his connections to Mexico and the possibility he may attempt to escape across the border.

As Abbott’s office refrains from commenting on the matter, the timeline is critical for Castro, who could be released as early as next week if the extradition does not proceed.
