Anthropic Unveils UAE-Linked AI Campaign Targeting UN Experts on Sudan Conflict

In a revealing report published on September 12, 2026, AI company Anthropic disclosed the existence of a sophisticated influence operation linked to the United Arab Emirates (UAE) that aimed to undermine critical voices regarding Abu Dhabi's involvement in the ongoing conflict in Sudan.
The operation primarily targeted the Muslim Brotherhood and sought to discredit United Nations experts who have voiced concerns over the UAE's alleged support for the paramilitary Rapid Support Forces (RSF). Anthropic's investigation, which they conducted using their AI models, concluded with high confidence that the campaign was orchestrated by officials within the UAE government.
Details of the Influence Operation
Dubbed “Deadshot,” the AI persona employed in this operation was responsible for generating a variety of misleading content, including reports, social media posts, and testimony related to the Sudanese crisis. Since April 2023, Sudan has been engulfed in a devastating war that has led to one of the worst humanitarian crises in the world, with estimates suggesting over 200,000 deaths and millions displaced.
In its findings, Anthropic stated that the operation produced so-called 'counter-accountability dossiers' targeting UN rapporteurs critical of the UAE. Additionally, the campaign involved impersonating a legitimate Sudanese human rights organization to present biased testimonies as if they came from independent local witnesses.
Global Implications and the UN Response
The situation in Sudan has prompted increased scrutiny from the international community, particularly regarding the UAE's alleged support for the RSF. Recent reports from the UN's independent fact-finding mission highlighted the involvement of private entities from the UAE and Colombia in facilitating military support for the RSF, complicating diplomatic efforts to resolve the conflict.
As the UN Security Council continues to discuss arms embargoes and sanctions related to the conflict, the UAE has not publicly responded to the allegations made by Anthropic. Meanwhile, the humanitarian crisis continues to escalate, with the UN stressing that inaction could lead to further suffering and loss of life.
