Controversial Pokies Tax Scheme Under Scrutiny as Oversight Shift Proposed

The NSW ClubGrants scheme, which allows poker machine clubs to receive tax discounts in exchange for community donations, finds itself in the crosshairs of scrutiny once more. Recent documents obtained by ABC reveal that the Independent Liquor and Gaming Authority (ILGA) has expressed a desire to relinquish oversight of the scheme, citing significant compliance concerns.

Concerns Over Compliance and Accountability

The ILGA's apprehensions stem from the complexities of managing the scheme, which involves over 500 clubs submitting applications for funding. Chairperson Caroline Lamb noted that the authority faces an overwhelming burden of conducting preliminary checks within tight deadlines, which hampers its ability to effectively monitor compliance. The ILGA’s submission suggests that the Chief Commissioner of State Revenue would be better suited to manage the tax rebate program.

Issues with Grant Distribution

Critics of the ClubGrants scheme, including Greens MP Cate Faehrmann, argue that it enables clubs to gain community goodwill while simultaneously contributing to the detrimental effects of gambling. Faehrmann pointed out that the majority of grants are funneled towards sporting groups, overshadowing other critical areas like health and mental health services. In 2025, of the $127 million allocated through the scheme, a staggering $53.3 million was directed towards sports programs, raising questions about the true beneficiaries of these funds.

Calls for Transparency and Reform

Despite the ongoing concerns, the NSW government has yet to release the findings of a formal review of the ClubGrants scheme, the first in over a decade. While the government claims to have updated guidelines to clarify funding and tax obligations, critics like Faehrmann argue that these changes are merely superficial and fail to address the fundamental issues at play. Non-profit organizations, such as Odyssey House, are left in limbo, awaiting clarity on the future of their participation in the scheme.
