Expert Panel Advocates for Remote Analysis of Criminal Communications

An expert panel has urged the National Police Agency (NPA) to implement remote analysis of communications among members of the tokuryū, an anonymous criminal group, to mitigate harm caused by their activities. In their recommendations released Wednesday, the panel emphasized that existing investigation techniques struggle to decipher encrypted messages utilized by these groups.

The NPA plans to expedite the adoption of this remote analysis method, which would require prior judicial review to ensure constitutional compliance. Although concerns about privacy are raised, the panel asserts that with due process, necessary measures can be taken.

With a court warrant, police could analyze communication devices suspected of being used by tokuryū members. This analysis would be conducted by cybersecurity experts and focused on identifying crime plans, allowing police to intervene and prevent potential damage. The methodology aims to remain undetected by criminals and would specifically target terminals linked to criminal activities, ensuring that irrelevant information is discarded.
