Japan Tackles Malicious Practices in Booming Reuse Market

As Japan's reuse market experiences unprecedented growth, the government is taking proactive measures to curb the rise of unscrupulous businesses that exploit this sector. Collaborating with the Japan Reuse Organization, authorities are addressing the challenges posed by companies involved in the collection and resale of secondhand goods.

Market Growth Amid Changing Demographics

Recent trends indicate that the reuse market has surged to a staggering ¥3.3 trillion in 2024, nearly tripling since 2009, according to The Reuse Economic Journal. This growth can be attributed to the increasing demand for services that help clear out homes left vacant due to Japan's aging population and the trend towards nuclear families. Akira Hatabe, head of the Japan Reuse Organization, noted that the market's expansion is expected to continue, driven by these demographic shifts.

Risks of Malicious Practices

However, the rapid expansion of this market has also given rise to a troubling increase in consumer complaints about malicious operators. The National Consumer Affairs Center reported that consultations regarding issues with unwanted household item collection reached 2,680 in fiscal 2025—double the number from fiscal 2016. Consumers have reported incidents where items were not collected as promised, or valuable belongings were discarded without prior consultation.

In response to these challenges, the Environment Ministry is set to establish guidelines for evaluating waste collection services by the end of fiscal 2027. This initiative aims to certify quality service providers who will receive additional support, fostering a safer environment for consumers seeking these services.
