Activist Takes a Stand Against Surveillance in San Diego, Donning a Darth Vader Mask

In a striking display of protest, Anthony Ralphs has captivated the attention of the San Diego City Council and the world, using a Darth Vader persona to voice opposition against the surveillance company Flock. Ralphs, who has spent a year advocating for the removal of Flock's surveillance technology from his city, decided to swap his formal attire for a cape and a mask, transforming himself into the iconic villain to emphasize his message.

On August 19, Ralphs addressed the council with mechanical breathing and a voice changer, declaring, "The emperor is a fan of Flock," and articulating the dangers of warrantless surveillance technologies. His theatrical approach went viral, garnering media coverage from outlets across the globe, from Singapore to Spain. Ralphs noted, "They didn’t understand it was satire in the beginning until the end," highlighting the initial confusion but ultimate impact of his performance.

Ralphs, an event producer with a history of organizing raves and music festivals, founded DeFlock San Diego and collaborates with the TRUST SD Coalition to educate the public about surveillance issues. He believes that artists and musicians are crucial to amplifying the movement against Flock. "We need the musicians, the artists, the actors to bring this together and get some wheels on the movement to help it gain traction," he said.

The grassroots effort gained momentum after a December 2025 city council meeting, where hundreds voiced their opposition to Flock's presence in San Diego. Despite overwhelming public dissent, the council opted to continue the program, leaving Ralphs and fellow activists disheartened. Reflecting on that moment, he recalled, "After that meeting, none of their constituents' opinions mattered," which motivated him to engage more deeply with the council process.

Ralphs committed himself to attending city council meetings regularly, becoming increasingly familiar with the procedures and advocating for public engagement. His efforts culminated in the viral Darth Vader appearance, a strategic move born from frustration and the desire to capture public attention in a new way. "This was a thought-out plan that was exacted only after cumulative frustration from hundreds of people being ignored," he explained.

Returning to the city council recently, Ralphs brought the mask along and asked pointedly, "When will this end? When will you listen to the vast majority of your constituents?" His call for accountability underscores a growing concern over surveillance technology’s encroachment on civil liberties. As Ralphs continues his mission, he remains determined to mobilize the community and push for change, embodying the spirit of activism through creativity and theatricality.
