AI-Driven Think Tank Promotes Israeli Narrative Through Content Manipulation

By Editor • August 25, 2026 • 3 min read

A newly established think tank, the Hanover Institute for Public Policy, funded by Israel and operated by the American firm Piro Inc., is making waves with its prolific output of articles aimed at influencing public perception regarding Israel and Palestine. In less than a month since its inception, the institute has released over 100 articles, each formatted as a question designed to engage and provoke thought among readers.

The articles range from inquiries like "How Much Palestinian Land Has Israel Taken?" to "Is There a Policy of Starvation in Gaza?" However, the responses provided often lack coherence, with critics describing the content as resembling 'word salad.' For instance, one article attempts to discuss the food restrictions in Gaza but convolutes its assertions in a way that obscures clarity.

According to its website, the Hanover Institute adopts a unique editorial stance by omitting bylines, arguing that the focus should be on the content's sources rather than the authors. This approach, they claim, protects researchers from potential harassment related to the sensitive nature of the subject matter. Despite this claim, the anonymity raises concerns about accountability and credibility.

Analyses conducted using AI detection tools, such as Pangram, have revealed that many articles published by the institute are entirely AI-generated. The only human input appears to be in the bibliographies, while even the accompanying images are created by AI. This raises questions about the authenticity and reliability of the information being disseminated.

Moreover, the Hanover Institute’s website is equipped with features designed specifically for AI models, facilitating easier data scraping. Piro, the marketing firm behind the initiative, is explicit about its objective: to ensure that AI systems accurately convey Israel's narrative. Co-founder Daniel Rosenberg emphasized the importance of 'AI Story Optimization' in a recent LinkedIn post, highlighting the transition from traditional search methods to AI-driven inquiries.

Registered as a foreign agent, the Hanover Institute is obligated to disclose its funding and objectives under the Foreign Agents Registration Act (FARA). Documents indicate that Piro is collaborating with LaPam, the official advertising agency for the Israeli government, to produce content that educates the American public about Israel and its policies. Financial records show significant funding for the project, amounting to $1 million, to develop and distribute this content across digital platforms.

Critics, including Margaret DeReus, executive director of the Institute for Middle East Understanding, have condemned the initiative as a blatant attempt at manipulating public opinion, suggesting that the effort to sway sentiments towards Israel is an outdated tactic that will ultimately fail. As public support for Palestinian rights continues to grow, the effectiveness of such content-driven strategies remains questionable.

While the Hanover Institute claims to draw from personal histories to inform its work, its output feels sterile and detached from the real human experiences at the heart of the Israeli-Palestinian conflict. The founder's personal connection to the Holocaust is cited on the website, but the dispassionate tone of the articles contrasts sharply with the emotional weight of the narratives they seek to influence.
