Cabinet Advances Military Command Reforms Amid Political Tensions

The federal cabinet has taken significant steps toward reforming Pakistan's military command structure by approving two crucial bills during a meeting on Thursday. The drafts, which include the Defence Forces Act, 2026 and amendments to the National Command Authority Act, 2010, aim to align military governance with recent constitutional changes.

According to a statement from the Prime Minister's Office, the new Defence Forces Act is designed to clarify the administrative roles associated with the Chief of Defence Forces and their headquarters. These changes are part of a broader reform initiated by the 27th Constitutional Amendment, which modified Pakistan's defence framework by eliminating the position of Chairman Joint Chiefs of Staff Committee while establishing the Chief of Defence Forces role, currently held by Field Marshal Asim Munir.

The National Command Authority Act amendments are deemed essential to reflect the new military hierarchy post-amendment. Prime Minister Shehbaz Sharif's recent appointment of General Syed Aamer Raza as the first Commander of the National Strategic Command underscores the urgency of these legislative updates. Both bills are set to be presented in Parliament during its current session, which commenced on August 17, called by President Asif Ali Zardari.

In a parallel political development, Prime Minister Shehbaz extended an olive branch to the opposition, expressing a desire for constructive dialogue. Speaking publicly, he emphasized the government's willingness to engage with opposition leaders to support the nation's economic progress and democratic integrity. His invitation comes amid rising tensions following the 2024 elections, particularly after protests linked to former Prime Minister Imran Khan's arrest.

The Prime Minister reiterated that collaboration is essential, stating, "But it takes two to tango. Now it’s on them how soon they agree for constructive dialogue." Amidst ongoing disagreements, including the appointment of the chief election commissioner and Khan’s health concerns, the government has consistently encouraged negotiations with the opposition.

Additionally, the cabinet meeting highlighted recent economic developments, including a decrease in diesel prices by approximately Rs32 per litre, attributed to the petroleum ministry's actions amid external supply challenges. The Prime Minister noted the government's financial sacrifices to provide relief to citizens during ongoing global conflicts affecting fuel supplies.
