Investigation Launched into Detectives Linked to Simon Levy's Crimes

The Independent Office for Police Conduct (IOPC) has initiated an investigation into two detectives from the British Transport Police (BTP) following a series of violent crimes committed by Simon Levy, a known serial sex offender. Levy's criminal activities spanned from 2018 to 2025 and included multiple sexual assaults, culminating in the murders of two women.
Levy was out on bail when he escalated from sexual assaults to murder, prompting a review of how law enforcement and the judiciary handled his cases. Both the Metropolitan Police and BTP have acknowledged lapses in their management of Levy, who was known for a string of offenses, including the brutal killings of Carmenza Valencia-Trujillo and Sheryl Wilkins in 2025.
The IOPC's investigation into the BTP detectives focuses on their alleged failures to effectively oversee an investigation into two reported assaults by Levy on the London Underground in October 2024. Despite being arrested in November 2024 for these incidents and being released on bail, Levy continued to commit further sexual assaults, including a rape that occurred just prior to his murders.
Families of the victims have been informed of the IOPC's probe. The BTP has expressed its commitment to cooperating fully with the investigation, emphasizing the need for transparency and accountability.
Levy, 40, was sentenced to life in prison earlier this month after being convicted of the murders. His criminal history includes prior convictions for sexual offenses dating back to 2018, and he had been released from prison despite being a known risk to public safety. The investigation into the BTP detectives highlights the ongoing scrutiny of law enforcement's role in preventing such tragedies.
