New Russian Bill Seeks Nationwide Compliance Fines

The Russian government has proposed a new legislative measure that aims to enforce compliance with orders from regional leaders across the nation. The bill, submitted to the State Duma, seeks to amend the Administrative Offenses Code by introducing fines for noncompliance.
Individuals could face penalties ranging from 3,000 to 5,000 rubles ($36 to $60), while officials might incur fines of 30,000 to 50,000 rubles ($360 to $600) or face job bans for up to three years. Legal entities could be fined between 300,000 to 1 million rubles ($3,600 to $11,950) and face operational suspensions.
Currently, penalties apply only under martial law, but the bill's authors cite an increase in noncompliance incidents as justification for expanding these measures.
