In a shocking development, 14-year-old Ivan Maltsev from Barnaul has been placed on Russia's terrorist and extremist list, making him the youngest individual on record. He is accused of attempting to set fire to a police vehicle, although his father insists that no arson occurred.
The addition of Maltsev's name, marked with an asterisk to indicate charges related to terrorism, follows an investigation that reportedly began before his recent birthday. His father claims that Ivan was subjected to intimidation, receiving threats that implied repercussions for his family.
Meanwhile, Rosfinmonitoring also added another 14-year-old, Viktor Kalinin from St. Petersburg, to the same list just days ago. By summer 2026, over 21,000 individuals were recorded on this controversial list, including 20 teenagers aged 14.
