Independent Probe Exonerates Lighthouse Publishers Amid Controversy

Lighthouse Publishers, a small educational firm embroiled in a controversy over the new Foundation Phase textbook catalogue, has been cleared of any wrongdoing, according to a recent independent investigation commissioned by the Department of Basic Education (DBE). This conclusion, presented by DBE Director-General Mathanzima Mweli, comes after significant scrutiny and allegations that had raised concerns about the fairness of the selection process.

The investigation, conducted by Rakoma and Associates, determined that there was no evidence of fraud or favoritism in Lighthouse's selection for a substantial share of the R1.6 billion tender. The report explicitly stated, "No evidence of fraud, favoritism, manipulation or evaluation irregularities was identified," reinforcing Lighthouse's position within the new catalogue.

Controversial Beginnings and Scrutiny

The controversy began shortly after the new catalogue was announced in April, aimed at refreshing educational materials after a 14-year gap. Critics, especially from legacy publishing houses, were alarmed when Lighthouse, a newcomer without a publishing history, secured a significant portion of the tender. This led to a wave of negative media coverage, prompting the Basic Education Minister, Siviwe Gwarube, to request a formal investigation from the National Treasury.

Findings and Recommendations

The findings of the investigation highlight that while there were weaknesses in the DBE's administration of the catalogue, they did not support allegations of corruption. Auditor-General of South Africa (Agsa) confirmed the fairness of the evaluation process and recommended clearer policies in the future. Notably, the investigation identified that Lighthouse's educational materials were recognized for their high quality.

Lighthouse director Georgia Groome expressed frustration over the handling of the investigation, noting that the ongoing scrutiny had inflicted emotional and financial strain on the company. Despite the favorable conclusions, the DBE has been urged to implement stronger policies and clearer guidelines for future catalogues to avoid similar controversies.
