Japan Eyes New Worker Program for Airport Ground Handling Roles

In a significant move aimed at addressing labor shortages in the aviation sector, Japan is contemplating the inclusion of airport ground handling roles in its forthcoming Employment for Skill Development program. Immigration Services Agency officials disclosed this development during a briefing on Tuesday.

Transitioning Foreign Workers

The government plans to transition 300 foreign workers from the existing Specified Skilled Worker program to the new initiative, set to take effect in April 2027. This adjustment will not increase the overall number of foreign workers permitted into the country, as the total intake for both programs is projected to remain at approximately 1.23 million.

Aviation Sector Needs

According to estimates, the aviation industry requires around 4,900 foreign workers, with the 300 positions being reallocated to the new system. However, it is important to note that this expansion will specifically target airport ground handling and will not extend to aircraft maintenance roles.

Adjustments in Other Sectors

In addition to the aviation program, the government is also exploring potential modifications to skill classifications across various sectors, including product manufacturing, construction, and fisheries. These changes aim to align with current demand without increasing the total foreign worker intake. Meanwhile, officials provided updates on the suspension of Certificates of Eligibility for Specified Skilled Worker applicants in the food service sector, as the number of workers approached the 50,000 cap, leading to a halt of new certificates starting April 13. Approximately 8,500 applications submitted before this suspension are still under review.
