Nepra Greenlights Key Developments in Pakistan's Electricity Market

ISLAMABAD – The National Electric Power Regulatory Authority (Nepra) has taken significant steps towards establishing a competitive electricity trading market in Pakistan by approving uniform system charges for bulk power consumers. The decision, made on Monday, sets the stage for an upcoming auction of 400 megawatts of electricity, allowing consumers to engage more freely in the energy market.

The newly approved use of system charges (UoSC) will range from Rs6.23 to Rs19.62 per unit for participating bulk power consumers (BPCs). This charge covers the costs associated with transporting electricity from power sources to end-users, including transmission, distribution, and fixed grid charges. As part of this framework, various consumer categories will face different rates, with B-3 industrial consumers paying Rs6.23 per unit, while general supply consumers in the A-2 and A-3 categories will incur charges of Rs19.14 per unit.

Competitive Auction Details

Consumers who opt out of the competitive wheeling auction will encounter much higher transport rates, which can go up to Rs32.56 per unit, depending on their category. The fixed grid charge of Rs1 per kilowatt per month will apply universally to all consumers, regardless of auction participation. Nepra's approval is a crucial move towards launching the competitive wholesale electricity market, which is expected to provide more options for power consumers across the country.

Future Plans and Regulations

The Independent System Operation (ISMO), a newly formed entity, will handle the auction process for the 400MW of electricity planned for the upcoming months. The federal government has already set the groundwork for a total of 800MW to be auctioned in two phases, aiming to enhance energy planning throughout Pakistan. Nepra’s thorough review and determination reflect its commitment to ensuring a fair and efficient energy market, with a uniform loss factor of 8.04% for 11kV consumers and 1.51% for those connected at 132kV.
