Uruguay and Argentina Navigate Tensions Over Green Hydrogen Plant

The green hydrogen and synthetic fuels plant proposed by HIF Global in Uruguay's Paysandú has sparked renewed tensions between Uruguay and Argentina. Valued at approximately $5.4 billion, this project, touted as the largest foreign investment in Uruguayan history, aims to create e-fuels from renewable energy and biomass-sourced carbon dioxide.

Initial plans for the plant's location, just three kilometers from Colón, Argentina, raised concerns among local officials, including Entre Ríos governor Rogelio Frigerio, about potential visual and environmental impacts. In response to rising tensions, both governments engaged in talks that resulted in an agreement to relocate the facility to a site owned by Uruguay's state oil company, Ancap.

Despite President Yamandú Orsi's announcement of progress, including claims of a withdrawal of a criminal complaint from Argentina, federal prosecutor Josefina Minatta has clarified that her concerns remain unresolved due to a lack of information from Uruguay regarding contamination risks. Uruguay's presidency secretary, Alejandro Sánchez, emphasized that decisions about national territory are sovereign, underlining the significance of existing bilateral treaties governing the Uruguay River.
