Hokkaido and Osaka Unite for Future Secondary Capital Initiative

In a significant step towards decentralization, the governors of Hokkaido and Osaka convened in Sapporo on Monday to discuss the establishment of a secondary capital. This initiative aims to create backup functions in their regions, addressing the risk of natural disasters in Tokyo while promoting regional development.

Osaka Governor Hirofumi Yoshimura, who championed the meeting, pointed out the economic strengths of both prefectures. Osaka is recognized for its leadership in manufacturing and emerging technologies, while Hokkaido plays a vital role in national security through its food and energy supplies. Hokkaido Governor Naomichi Suzuki highlighted the growth of sectors like semiconductors and AI in his region.

This collaboration follows a joint proposal made by Suzuki and Sapporo Mayor Katsuhiro Akimoto to designate Sapporo as a site for some secondary capital functions. Although the specifics of their cooperation remain to be outlined, Yoshimura emphasized the importance of fostering multipolar growth in Japan, ensuring that neither Osaka nor Hokkaido becomes a mere replica of Tokyo.

As interest from other regions like Fukuoka, Aichi, and Hiroshima grows, the competition for secondary capital designation intensifies. Yoshimura welcomed this rivalry, clarifying that the goal is not for Osaka to dominate but to create a collaborative approach to regional development.
