India and China Seek Stability Amid Ongoing Strategic Differences

In the lead-up to pivotal discussions in Beijing on August 25, 2026, Indian National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi are set to focus on stabilizing relations between the two nations, despite existing structural differences. Hu Shisheng, a prominent scholar on South Asian strategic affairs at the China Institutes of Contemporary International Relations, emphasized the need for both countries to prioritize institutional stability over immediate resolutions.

The upcoming 25th round of talks regarding border issues is particularly consequential, coinciding with Chinese President Xi Jinping's anticipated visit to India for the BRICS Summit next month. Shisheng noted that while discussions will address boundary delimitation, the primary aim is to prevent misunderstandings and enhance communication along the Line of Actual Control (LAC).

Shisheng highlighted an agreement from last year’s discussions to establish an Expert Group under the Working Mechanism for Consultation and Coordination on border affairs, aimed at identifying less contentious areas for delimitation. Although procedural progress has been made in prior meetings, no concrete agreements have yet been reached.

The scholar identified the key challenge for negotiators as working towards a sustainable modus vivendi that manages differences while allowing for cooperation. Doval's visit comes at a crucial time, enhancing the possibility of a favorable political atmosphere ahead of the BRICS Summit, where both nations have incentives to maintain border stability.

As the relationship evolves, Shisheng characterized the current phase as one of strategic risk management rather than a full realignment. He noted that while recent changes in global relations may influence India’s strategic choices, the fundamental structural differences between China and India persist. The focus remains on fostering a stable coexistence, promoting practical cooperation, and leveraging platforms like BRICS to navigate competitive dynamics without ignoring ongoing strategic rivalry.
