Joburg's Controversial Appointment: Former Health Boss Takes Over Public Safety Despite Warning Signs

The City of Johannesburg has ignited controversy by appointing Lesiba Malotana, the former head of Gauteng's Health Department, to lead its Public Safety Department. This decision, made on August 26, comes despite alarming findings from a lifestyle audit conducted by the Special Investigating Unit (SIU) that classified him as a 'high risk' individual.

Malotana's appointment was confirmed during the City’s monthly council meeting, where a motion from the Democratic Alliance (DA) to delay the decision was defeated. The DA argued that appointing someone with unresolved security concerns was irresponsible, a sentiment echoed by the Joburg Crisis Alliance (JCA), which is now pursuing a high court review to challenge the council’s decision.

Malotana was suspended from his previous position last year after the SIU identified over R1.6 million in questionable cash deposits and flagged him for further investigation. Although he has not been convicted of any crime, the audit raised significant red flags regarding his financial dealings, including undisclosed bank accounts and income-generating properties.

City officials were aware of these findings when they recommended Malotana for the role, despite a secondary personnel suitability check revealing negative information that indicated a potential security risk. An external legal opinion confirmed that while there was no legal barrier to his appointment, it advised proceeding with caution.

To mitigate risks, the City has imposed stringent conditions on Malotana’s employment. He is subject to a six-month probation period, during which his suitability will be continually assessed based on information from the SIU and other authorities. Malotana must also disclose any developments that may impact his integrity or suitability for the role.

By contrast, the two candidates ranked below him were found suitable for the position with no negative findings. Despite this, Malotana scored higher in the interview process, leading to his selection as the preferred candidate.

As outrage mounts over his appointment, critics warn of the implications for public safety in Johannesburg, emphasizing the need for responsible governance and integrity in leadership roles. The DA's Solly Maila condemned the decision, stating, 'We cannot allow the City to impose this man on us.' The council’s actions have raised questions about its commitment to ensuring the safety and well-being of Johannesburg residents.
