New Zealand Opens Doors for Wealthy Migrants to Fund Rental Housing

In a significant move to address housing shortages, New Zealand has announced that wealthy migrants can soon invest in rental housing projects through approved funds. This initiative, set to take effect in December, aims to leverage foreign investments to bolster the country’s long-term rental market.

Visa Program Adjustments

The government, led by the centre-right National Party, has made notable changes to its Active Investor Plus visa. Since its relaunch in April 2025, the program has seen the minimum investment required under the Growth category reduced from NZ$15 million ($2.93 million) to NZ$5 million. Additionally, the investment period has been shortened from four years to three, and the range of eligible investments has been broadened.

Regulations for Investors

While the adjustments aim to attract foreign capital, there are specific regulations in place. Applicants will not be allowed to invest directly in build-to-rent projects; investments must go through approved managed funds. Furthermore, investors and their families won’t be permitted to reside in any development financed by their investments. These measures come at a time when New Zealand is experiencing record net migration alongside slow economic growth.

Alongside these changes, the government has also relaxed English-language requirements for certain applicants and expanded options for philanthropic investments, making the program more appealing to a wider range of wealthy migrants.
