Punjab Government Enforces Gathering Ban Amid Terror Threats

The Punjab government has implemented a province-wide ban on all gatherings until September 17, 2023, citing credible threats of potential terrorist activities. The decision, announced on Sunday, is a precautionary measure aimed at ensuring public safety and order.

According to a notification from the Home Department, this ban falls under Section 144 of the Code of Criminal Procedure (CrPC). The announcement highlights multiple alerts received from law enforcement and intelligence agencies that indicate serious risks to public peace, safety, and property.

Threats of Terrorism

The notification outlines alarming reports of planned attacks by militant organizations and hostile intelligence agencies. These potential threats include the use of suicide bombers, vehicle-borne improvised explosive devices (VBIEDs), and targeted killings, particularly at large public gatherings, which are viewed as vulnerable targets.

The authorities expressed concerns that assemblies and demonstrations could attract negative attention, leading to social unrest and disruption of peace. Consequently, the Punjab police and various district administrations have been urged to take immediate action against these threats.

Details of the Ban

Effective from September 13 (Sunday) to September 17 (Thursday), the ban prohibits gatherings of five or more individuals in public areas, including roads and open spaces. However, exceptions are made for marriage ceremonies, funeral prayers, and worship services, as well as official government events. Additionally, inciting participation in unlawful assemblies is strictly forbidden, and the display of weapons in public is banned, although law enforcement and security personnel are exempt while on duty.
