Organizations including the National Retail Federation, World Shipping Council, American Trucking Association, and the Association of American Railroads have been advocating for this inclusion, emphasizing the necessity for a unified approach to tackle the alarming rise in organized retail crime. According to reports, shoplifting incidents in the U.S. surged by 93% from 2019 to 2023, highlighting the urgent need for legislative action.

The Legislative Landscape

The NDAA, which outlines the budget for the nation’s defense spending, is currently caught in a political stalemate as legislators grapple with military funding debates intensified by the ongoing conflict in Iran. The Senate is expected to revisit the bill swiftly after its recess on September 14, as time is of the essence with the midterm elections approaching in November.

California has emerged as a case study for effective action against organized retail crime, investing hundreds of millions into law enforcement efforts specifically targeting this issue. Governor Gavin Newsom's office reported significant results, with over 35,000 arrests and nearly $300 million in stolen goods recovered since October 2023. The state's strategy combines local and statewide enforcement, legislative support, and collaboration with retailers to tackle crime comprehensively.
