University of Sydney Fights $80K Housing Fee Amid Renovation Plans

The University of Sydney is in a legal tussle with the City of Sydney Council over an $80,470 fee linked to affordable housing. This charge arises from the university's ambitious $5.6 million redevelopment project aimed at enhancing student accommodation.

The redevelopment focuses on constructing a new kitchen that will serve 100 students and making modifications to the Abercrombie student accommodation building located in Darlington. While the City Council has backed the development application, it insists that the university must contribute to affordable housing as a condition of approval.

USYD contends that the renovation will not increase student capacity but rather improve existing facilities. Debbie McNamara, the university's chief infrastructure officer, urged the local planning panel to reconsider the fee, emphasizing that the current building's 200-bed capacity would remain unchanged. She expressed concerns that paying the fee would set a precedent and lead to unintended consequences for the university's accommodation policies.

According to McNamara, the expansion of the kitchen to 238 square meters has inadvertently triggered the affordable housing charge. The university argues that this fee is not applicable, as their focus is on upgrading current amenities rather than creating additional housing.

The planning panel has escalated the issue to NSW Planning Minister Paul Scully for further evaluation. A spokesperson from the City of Sydney Council noted that challenges to affordable housing contributions are rare, particularly from applicants situated on Crown Land, like the university.

Despite the ongoing dispute, USYD remains committed to enhancing affordable housing options for students. Last year, the university's deputy vice-chancellor announced plans to create 2,000 new affordable student beds over five years. Although the university did not specify how many beds have been completed thus far, it reaffirmed its dedication to improving existing accommodation and collaborating with external providers to increase housing availability.
