Record Fuel Imports from India Highlight Russia's Energy Crisis Amid Ukraine Strikes

In a remarkable shift in energy dynamics, Russia imported an unprecedented 172,000 tonnes of oil products in August, primarily from India, as ongoing Ukrainian drone strikes severely disrupted its domestic refining capabilities. This surge in imports marks a significant increase, reflecting the escalating impact of the conflict on Russia's energy sector.

India's Role in Russia's Energy Supply

India emerged as a crucial supplier, providing 70% of Russia's oil product imports for the month, which included 120,000 tonnes of gasoline valued at 78 million euros. This gasoline, processed from Russian crude at India's Vadinar refinery—partly owned by Russia's Rosneft—highlights the intricate web of global supply chains in the face of sanctions and conflict. Notably, Rosneft holds a 49.13% stake in Nayara Energy, the company responsible for selling the gasoline.

Impact of Ukrainian Strikes on Domestic Production

The increase in imports underscores the consequences of persistent Ukrainian drone attacks on Russia's oil refineries, which have led to significant reductions in domestic fuel production and increasing shortages. The report from the Centre for Research on Energy and Clean Air (CREA) indicates that Russia is essentially funding a refinery it partly owns to convert its own crude into usable fuel, only to ship it back across the globe.

Declining Exports and Ongoing Challenges

Despite the surge in imports, Russia's overall oil-product exports fell by 21% in August, and revenues plummeted to their lowest point since the onset of the full-scale invasion of Ukraine. The country faced an alarming 58% drop in crude loadings through its Black Sea port of Novorossiysk, with no oil-product cargoes loaded at the Tuapse port for three consecutive months. This stark decline coincides with a broader decrease in Russia's fossil-fuel export revenues, which fell 8% in August.
