Elizabeth Orembo, a fellow at Research ICT Africa, pointed out that the crux of the issue lies in who defines safety problems, suggesting that major tech firms focus excessively on model risks while neglecting real-world deployment issues such as discrimination and inadequate language support.
The United Nations has reported that developing nations are experiencing the repercussions of AI implementation more acutely, as they often lack the resources and infrastructure seen in wealthier countries. With the global majority still marginalized in the AI safety conversation, there's a pressing need to reevaluate the frameworks that currently govern AI systems. Urvashi Aneja, founder of Digital Futures Lab, noted that existing safety frameworks are predominantly designed for high-income countries, leaving low-resource nations vulnerable.
Furthermore, studies have shown that natural language processing in healthcare across Africa is riddled with biases and errors, leading to potentially life-threatening mistranslations. For instance, the translation of critical medical terms in Tigrinya has led to alarming inaccuracies, such as confusing smallpox with syphilis.
Recent evaluations by the Future of Life Institute revealed that while top companies like OpenAI, Anthropic, and Meta scored well on safety metrics, they're still retreating from previous commitments to AI safety. This regression could undermine safety standards across the board, particularly affecting users in low- and middle-income countries who experience immediate adverse effects from flawed AI applications.
Language barriers exacerbate these risks. Dhanaraj Thakur from the Fair Technology Initiative pointed out that AI systems primarily trained on English-language datasets tend to fail in low-resource languages, creating an AI divide that places non-English speakers at heightened risk. He remarked, "The guardrails may work well in English but fail or are easily circumvented in low-resource languages."
As governments worldwide grapple with these issues, recent international summits have led to commitments like the Bletchley Declaration, aimed at tackling existential AI risks. However, experts warn that without immediate investment in safety infrastructure, developing nations could face a loss of trust in AI, further entrenching inequality.
For individuals like Sumiya Khan from New Delhi, who turned to ChatGPT for medical advice only to delay seeking proper care, the stakes of AI safety are painfully high. Her mother, Mehnaz Begum, voiced her concern, stating, "We trusted the AI because it sounded so convincing. That made us wait longer than we should have to see a doctor."
