Interior Secretary Doug Burgum confirmed the attendance of Venezuelan officials, including Oil Minister Paula Henao and Jovanny Martinez, vice president of the state-run oil company PDVSA. Burgum highlighted the significance of shifting the geopolitical focus of oil away from the Middle East and towards the Western Hemisphere, stating, "This is about the geopolitical centre of oil moving out of the Middle East."
